The embodiment of fear as part of out justice policies has tended to increase the revalence and incidence of privatization in our justice system. Privatization is more than the contracting out of government services. Rather, we should consider privatization as the shifting of public functions to non-public sources. It is the idea that these public duties are being delivered by the private sector. We see functions which are generally reserved for governments replacing or substituting private actors for them. Examples include prisons, correctional services, policing, military, the criminal justice system, immigration enforcement, and other state activities. This is one of the main themes of the course. Not because there"s something inherently wrong with the private sector or that private individuals making a profit is wrong or bad. But, because it poses problems to us from a democratic perspective. It takes away elements of popular control and democracy.
