Shifting public functions out of the hands of the government into the hands of the public sector. Incapacitation: rehabilitation, retribution, deterrence, specific vs. general deterrence, create order in system. These traditional goals of incarceration get abandoned through the overshadowing of money. Privatization of police functions: historic developments. Problems: lack or loss of accountability, less democratic control in the private sphere, representation of interests, shifting of public resources, delegitimizes state and legitimates private actors. Guarding, escorting criminals or private persons, cash transfers, home security used to be undertaken by the state to protect them: now private security takes care of them. Is state delegitimized when same jobs are taken by other people: example: treyvon martin.
