These traditional goals of incarceration get abandoned through the overshadowing of money. Privatization of police functions: historic developments. Problems: lack or loss of accountability, less democratic control in the private sphere, representation of interests, shifting of public resources, delegitimizes state and legitimates private actors. Guarding, escorting criminals or private persons, cash transfers, home security used to be undertaken by the state to protect them: now private security takes care of them.
