In certain language sounds some variations are meaningful ex please ~ you can voice the l (can sound awkward) or devoice it. Voicing environment in this setting is not very meaningful. Difference in length of stop can change the meaning of the word. Sounds can vary, some variation is meaningful (phonology). In english [f] and [v] are contrastive and are two different phonemes. Phoneme is a mental category of phonetically similar sounds. Phonetic variation within the category is not contrasive. ([l] that is syllabic, devoiced) If a phonetic difference leads to a difference in meaning. Minimally difference is contrast same in all segments but one if phonetic difference is contrastive then phonetic difference is phonemic. Phonemic how a sound/word is represented in the mind includes on segmental level borad transcription includes only enough info to show contrast. Phonetic how a sound actually gets spoken includes allophonic variation narrow transcription includes diacritics stand tape clone unit.
