Took 12 years to set up the mine. A lot of people in the mining business didn"t think the property was safe. Politicians approached a miner in hopes of uplifting the mine. Politicians wanted them to develop the mine, even after being warned by miners that it wasn"t safe. Gas was all around, mine was extremely at risk of combustion. Mine opened up on strict budget and used hardly any safety precautions (didn"t have the money) Westray was a political tryout in 1991 (wasn"t that much coal coming out of the mines) Working conditions were more unstable than originally predicted. Miners always constant stress and fearing for life, thought they"d get blown up or hit by a rock. Had to go right back to work after the rocks fell. Very few rock falls reported to higher ups (only 7 documented) even though there was almost 1 every other day.
