This term means challenging the dominance of the ruling ideas and working to build and encourage people"s confidence and the capacity to resist. This is generally a slow, lengthy process. Fighting their boss is important, but to change the conditions of people"s work, there needs to be a political movement. Underground community, military strategy, political strategy, network of activists to challenge the system. Counter - hegemonic practice happens through action and experience of violence or the repression on a picket line, not only education on the issues present.
