The government has way more power than the private and if it wants to it can employ their power. They pass laws that declare strikes as illegal, can arrest people, force people back to work. If you go against them they would retaliate. Includes a lot of unskilled workers and service staff. Police, firefighters, people with sensitive information {cia, homeland, etc. When you see high unionizing in general; winnipeg strike. The employer would sit down with the association and listen to their complaints. Essential services had leverage; the government wanted to make sure they were happy. Most of the associations were small and did not have a lot of power. Size of the public service expanded and doubles 4 times dramatically. As the public service starts to expand, starts to see themselves as any other worker. Very large proportion were getting paid for being loyal to certain party.
