When the profits of a group or company is private itself. Primary funding from the government makes it"s a public resource. Universities are a mixture of public and private sector. But they are considered a part of the public sector. This is because the government mandates that the university is recognized by them and degrees are given out by both the school and the government (in canada"s case; the provincial government) Medicine and hospitals; also a mix like universities. But the broader medical field is government funded. Employers don"t actually make or change the laws; The government is more concerned with public opinion than employers. The unions of public sector try to cover everyone. This is hard because there is such a diversity. Essential services in some cases do not get the right to strike. Example; we really need paramedics bad if they go on strikes. Unionization in the public sector used to be considered treason to the government.
