Different responses (treatments) are beneficial to different people and not all treatments will work for all people. Rather than individual alone, addiction is the result of 3 forces (traid) Emphasis on preventing/delaying substance use, enabling individuals to respond to substances and addiction respond to substances and addiction. Example - cant buy certain substances with certain age, or not buying alcohol at certain times. Taking people who are at risk and creating interventions. Indicated prevention (targets people who are already addicted) Trying to prevent problems that are about to happen.
