Compulsion - resisting substance use produces anxiety, perform act to relieve stress. Consequences - there are negative consequences following the substance abuse. Control - the person has a difficult time controlling their use. Understood by most of society - represented in how public funds are allocated towards enforcing prohibition and punishment. The medical system is connected to the vice approach - treatment/rehab" is a form of prison presented in a nicer way. Substance use as irresponsible or evil; transgresses social and moral norms. The idea that people are free-acting agents with the ability to make decisions and control their behaviour.
