Last week’s lecture was on Instruments and Strategic Thinking. We talked
about the four policy instruments. The first one is information based. Some
examples are regular reporting, public information campaigns, bench marking,
commissions and inquiries, and third party information. The second type is
authority based. This includes prohibitions, regulation (licenses, permissions, and
rules), and civil liability. The third one is treasury/finance based. This includes
grants (such as subsidies and tax incentives), loans and loan guarantees, and
taxes such as user fees or other charges. The last type is organization or other.
This includes Provision of Services directly or indirectly, Public Enterprises,
Private Sector Encouragement and Market Creation. Then we talked about
strategic thinking. We started off with an exercise about national energy. We did
a group activity that I found interesting. Strategic thinking is goal oriented with
intention. The activity based definition is that it’s non-isolated, intention focused,
continuous, time relevant, driven by realities and possibilities, and opportunistic.
However, there are challenges in the public service such as experts have to be
transparent but sometimes they are not. overall, this was a very interesting
lecture.
