Or what conditions might be met before we consider someone worthy of treatment. Story starts in orphanage - bradley home 1930"s. When new children would turn up r doctor came to visit they would do mental tests and among tests were spinal taps. Problem - develop bad headaches after these are done. Hope for this was to prevent children from getting headaches after spinal taps. Noticed that these kids were better behaved from this drug. Findings published, but no response for nearly 30 years.
