(als the r. v. duplesis cases) Important: types of decions made by the body, happen every day, thousands of decision happen everyday. All do in the beaurocracy, but the abc (agencies, boards, tribunals(independent decisions makers; outside the norm) and commissions, ex; human rights) independent from government (arms length) specialized; ex; immigration, and pension. Also, make decision based on a set of criteria that is set out in the legislature. Remove politics, so that when someone immigrates, they are not discriminated by the decisions. Level of power: depends, narrow to expansion, depends on empower statue (the legislation that is passed by government, creating them and passing it down)
