Trying to figure out the source of those rules, we don"t really care if the action is good or bad, we are only concerned with whether the rules let them do what they say they do. The rule of law: roncarelli v. duplessis (1959, premier duplessis had the jehovah"s witness arrested, not because they were actually a public bother but because they were soliciting a different faith. Roncarelli, a jehovah"s witness, was an owner of a tavern, he would bail his fellow jehovah"s witness out of jail. There was no legal right to stop the bail, so the quebec government attacked roncarelli by revoking his liquor license and said you can no longer sell liquor in quebec.
