Literature review : ssrn ; ie (international initiative for impact evaluation) ; pubmed ; google. Look through the references of the articles that you do find => find other relevant sources this way. Documents from implementors : ngos, ministries of health. People : talk to someone who was directly involved in the program. Data: describe the extent of the problem, cost (comparison with how much they spend on health every year, for eg). World data bank : main source of data, good first place to start.
