It is an ambiguous formation of the situation hostilities, it is complicated to understand what security is. The international system is anarchic (there is a lack of a central/archictechtonic figure to exert power) Ir system is not chaotic, it"s got a self-help persona. There is no central authority to sort out problems between states. You cannot depend on others to provide for your needs. The biggest concern is the idea of survival. States want to survive and they can depend upon no one else to guarantee this. Power different shades: concrete things number of missiles, tanks, governments, soft powers the ability to influence other actors. Power is usually an indication of the states wealth, population and technological advancement. States are the main actor in ir. States are conceived of as a unitary actor. Doesn"t matter whose in power, what type of regime the state has. They have the same goal of achieving power. They will act in the same way.
