Equality/inequality is in terms of capability the resources a state possesses that are available for a state to pursue its ends i. e. tanks, armaments, gdp, gnp. Capabilities allow us to determine the state status in the system (major actor, less major actor) Capabilities allows us to determine the state"s reputation: reputation is subjective and is determined on how others see, limited versus total wars you. Determined by the means and the ends of war. Ends: total complete destruction of the opponent with unconditional surrender or annihilation, limited fought over specific end, which lead to territory or independence of your opponent. Total war is a fight for survival all the resources of society are marshaled and mobilized on behalf of the war effort. Limited war is the opposite not all the resources are marshaled. Limited wars allow for more negotiation and bargaining. Limited wars allow for some sort of political engagement: dyadic versus complex wars.
