What he does is focus on war as part of economic decisionmaking. The economic model, and how war can be seen in terms of bargaining. Wars are costly and therefore inefficient ways of solving a dispute, as they destroy resources that could be distributed in a more efficient way among states. A result of this is that he believes there has to be a negotiation point that is acceptable to both parties, which is just shy of war. Has to be a negotiated settlement that both parties could accept which is mutually preferable to war. War is a sub-optimal outcome, therefore there has to be an optimal bargaining point . War stems from disagreement of relative power of states. They should be able to come to a negotiated agreement.
