Some believe institutions don"t matter, some created by powerful for their purposes. Institutions: pacifiers, arenas where contestation takes place, where cooperation takes place. Help reduce transaction costs, b/c if each country has to create own transaction rules, may have hard time all the time. Reduced cost of flying, if regulators all the time, charge fees. Smaller states participate in institutions b/c can negotiate, bargain, get something out of membership. Give legitimacy to intervention: without intervention, like us in iraq (2003) Tend to look at positives instead of negatives. Can become arena for big power politics, become contentious, become violently reactive. Liberals believe that institutions important for est. peace. Churchill: un never meant to create heaven on earth just to save it from. International peace, big part of un creation: making and keeping peace. Def: action with respect to threats to the peace, acts of aggression. Un takes actions when threat to peace, breach of peace.
