Globalization allowed the Zapatista movement to gain international recognition, but hindered their
goals because they are now in the public eye at a time when Mexico is desperate to be a main player
on the global stage
Nothing has really been done because government afraid to deploy the military in such an
internationally broadcasted crisis but will not properly negotiate/give Zapatistas what they want
oMilitary and political stalemate because some things have been done but not enough
Zapatistas: most powerful force for democratization in Mexico
oFought for:
Restore sovereignty to Mexico.
Increased rights of indigenous people, and social rights.
Attacked increasing use of army to maintain social order.
oHad some negotiation with the government, but non were conclusive until 1996 were a human
rights commission was established.
Stalemate:
oNeither side can afford to attack. Zapatistas don’t have the power and the military can’t afford
the negative international attention.
oIncrease military deployment into Chiapas make its unwelcoming to investors.
Success:
oReceived some aid from NGOs and foreigners, but none from the gov.
oContributed to the militarization of the region
oHave broke of contact with gov since 2005, after their accords were not met/disregarded.
oBest they can hope for is to be granted autonomy to shield their land from globalization

Threat to democracy is the inability of citizens to use their political right to vote to find democratic
solutions for their needs.
Neopluralism limits citizenship rights:
oGrowing economic insecurity (decreases ability of workers to engage in dem)

Huge levels of corruption reinforce structural problems of inequality.
oPhysical insecurity
Rising crime rates and criminalization of poverty.
oFragmentation of civil society.
Demobilization of popular sector organizations and decentralized social welfare.
oOnce elected officials have fee checks on their power and frequently bypass representative
dem institutions.
oMarkets also play a mayor role in decision making
LATAM paradox: so many negative factors converging at a time of unmatched political rights.
oChallenge is to push for an increase in both what rights entail and who is able to benefit from
them
oRequires: Strengthening of civil society in order to demand more rights.
