ACTORS AND PROCESSES
Canada has institutional framework that gives PMs a lot
of room to implement policy. PMs set agendas
•in Canada PM has leverage (as opposed to US in ways
we won’t get into)
Preeminence of PM
•despite changes in international system, PMs are
central decision making actors
•if they are not directly involved, they can choose who
will make the decisions for them
•they can remove ppl who aren’t making decisions that
are in line with their goals
•their preeminence depends on different styles of PM
and their interests (domestic vs. foreign affairs for
example)
Management Styles (see chart in slides)
•diff styles depend on the type of interests of PM
•hands on/hands off & high/low interest crosses —
interests based on personality and contexts
•Hands off/low interest are lenient, give reigns to
ministers
•hands on/low interest: shackler, muzzle your ministers/
people (Harper, very controlling)
•hands off/high interest: captain
•hands on/ high interest: commander
Role of PM
•not sovereign (thats the Queen, she is the Head of
State), but head of government since Statute of
Westminster
•Queen only has symbolic influence, the “figurehead”
•she is represented by the Governor General
(currently Julie Payette), who travels around the
world representing Canada in more showcasing/
diplomacy ways
•no bilateral meetings with other Heads of
Government
Every PM wants to leave “personal stamp”
•their vision, style
•attempts to bring changes to Canadian foreign policy
but often is more difficult in reality
•Harper: tried to force change from internationalism but
after 10 years, did not totally succeed
•international constraints creates options
PM Powers
•Office of the PM
•Power of Appointment: choosing their ministers, who
is involve in their government, controls their fate
•this is completely at their discretion, they can shuffle
whenever they want. This is seen in Chrystia
Freeland being brought in to replace Stephan Dion
for NAFTA 2.0
•Summit Diplomacy: no one but the PM has personal
meetings with other Heads of State
