Low Itesity Deocracy

- Play on words around concept of low intensity warfare: a term originally coined by US
pentagon which refers to a war that is not a full blow high intensity war like a war between
major or super powers but rather a war typically waged by a country like the US vs. a country in
the Third World (Vietnam)
- wars in El Salvador etc. considered low intensity wars
- Moody guest lecture: security post Cold war very much relates to low intensity democracy
- Gills and Rocamora highlighting the fact that democracy needs to bring thoroughgoing change
within society otherwise it will be a very low quality democracy; one that is inherently unstable
and insecure
- Not preoccupied by democratic transition, they are talking about democracy as reflected by
equality within society; to the extent remains unattainable that undermines the quality of
democracy overall

condition by which democracy can arise
- Futilism: seeds for democracy in Europe because it has that aspect of pluralism
- Phillip Oxhorn (2007) catching up to literature that reflects certain aspects of governance in
Latin America in the present day
- Oxhorn arguing that much of Latin America today features neopluralist arrangements; sees a
configuration where there are groups competing for control of the state through democratic
proesses ut do ot represet popular oies
- Elite groups not representing in a through going fashion the broader mass interests
- Oxhorn states that in most countries throughout the region, what If democracy endures
without addressing the issue of inequality or fixing the burdening issue of inequality in Latin
America
