Standards of behavior for actors with a given identity in a given social context. Attach meaning to certain behaviors and define what actions are right or appropriate under particular circumstances. The idea of rationalism is questioned by constructivists. They wonder if rational explanations for actions are actually considered. For many behaviors, things are just seen as wrong. Norms can be applied to behaviors based on who does them. Some behavior is not rational choice but rather internalized social norms. The more internalized a norm is, the more powerful it is and the less aware we are of its existence. Norms are most noticed when they are violated. The us was seen as having violated a norm when they went against the geneva convention. Individuals with strong beliefs about things that need to change. Work to convince a critical mass to take the beliefs. Frame their issues in a certain way to make them palatable.
