Narrowing down a healthy democracy where political institutions are effective. Trudeau government introduced proposals to make government more efficient and efficient parliament is not necessarily an effective government which is why the opposition parties filibustered this. The power is not concentrated- power in a healthy democracy, power is not concentrated. Not every institution in a democracy has to be elected. Gg- not elected still has some responsibility of being a check. Mallory argues that political institutions are supposed to be in a complex of checks and balances- power is not concentrated- constitutionalism and the rule of law.
