In a minority government situation, the prime minister and cabinet need to gain the support of one or more other parties. In a coalition government, there will be negotiations among the coalition partners to determine which cabinet positions each party will receive and the policies the government will pursue. In some countries with parliamentary systems, the head of of state is a president with a limited term office. In a number of countries with a parliamentary system, a hereditary monarch is the head of state. Individual members of parliament frequently raise issues and concerns of those they represent: ma(cid:374)(cid:455) (cid:272)ou(cid:374)t(cid:396)ies ha(cid:448)e 2 sepa(cid:396)ate (cid:272)ha(cid:373)(cid:271)e(cid:396)s (cid:894)(cid:862)houses(cid:863)(cid:895) i(cid:374)(cid:448)ol(cid:448)ed in the legislative process. In some cases, this is a carry-over from the non-democratic past, when a body of privileged interests were seen as necessary to check the power of the body representing the people.
