COIN Elements
- Counter-insurgency (COIN) strategies typically focus in one or more of four related areas:
o Attempts to destroy insurgent forces
o Attempts to build government legitimacy
o Attempts to build government capacity

o Attempts to deter support for rebel activities
▪ Repression
▪ Alternative dispute resolution mechanisms
Western COIN Doctrine
- Not the same as back in the colonial area
o British just used to bomb villages for helping insurgents
o COIN doctrine in the past was pretty brutal
- Modern COIN and stability operations:
o Ephasis o hearts ad ids → phrase associated with US policy during Vietnam war
▪ Appeal to the population
o Role of special forces
▪ Less military forces more special forces
o ikspot strategies
▪ Expanding inkspots until they join up
o Training of indigenous forces
o Combine COIN with peace operations
o Reflects contemporary political constraints
o Even heavier emphasis on political dimensions

o An active minority for the cause
o A neutral passive majority (these are the people you want to get on your side)
o An active minority against the cause
COIN Principles
- Legitimacy is the main objective (legitimacy for the government)
- Unity of effort is essential
- Political factors are primary
- Counterinsurgents must understand the environment
- Intelligence drives operations
