To count the 13 at the end she knew to count it. This child is developing place value placement but its not like she knows nothing of place value placement. But when you give kids the right tools you"ll see development and action it"s the closest you"ll get to see cognitive development. I would still call this the modeling with one strategy. But doesn"t mean that she doesn"t know anything about place value. But it"s wrong to say, that children know nothing of anything.
