Law is merely a set of rules that enable people to live together and respect each others rights. All definitions imply that something will happen if an individual does not obey the rules. Sets our rights and duties so everyone knows what they are and to whom they apply. Sets out actions that are not rights, but privileges. Privileges are actions that may taken by an individual under specific circumstances and that may be withdrawn by the state. Develop to meet the needs of society and are established and enforced by legislators. Laws were handed down by word of mouth. Then they were written on parchments or clay tablets. First for handling disputes within families, then turned to between families. The elders were responsible for settling these disputes. The rise of the courts and the rule of law. First judgements were made by tribunals who were appointed by the city and state authorities.
