Get tough on crime legislation - society wants this in place. Mass media is at blame for the misconception of crime rates. 22% if all news stories were about crime. Those who are most afraid live in the safest neighbourhoods. Moral panics are created by well placed and powerful people (i. e. moral entrepreneurs ) who are able to convince large numbers of people that a certain group poses a threat to the dominant moral order.
