The criminal justice system is not uniform across canada, even though the criminal code is the same across canada. It is not operating as a coherent whole. It changes depends on the concerns, crimes, and apparatus in the regions. Protection from harm (cid:498)underlying values(cid:499) approach: have every law that exists to protect or address harm. Mere offences violate useful rules while crimes violate necessary or essential rules. Crimes are wrongs of a greater generality than mere offences. Crimes are more obvious wrongs than mere offences. Mala a sae: wrongs of a greater generality. Not for causing harm, but to help proficiency. The basic purpose of criminal justice is to protect all members of society, including the offender, from serious , harmful and dangerous conduct.
