The behaviour targeted by the law is observable. Law enforcement agents are commited to enforcing the law. Most people consider it to be binding. People have an inner desire to obey the law. Social changes leading to legal changes: poverty, racial discriminaion, women"s issues, contracepion, divorce and remarriage, technology. Get into the minds of those that are in the schools.
