The scenario assignment has two sides: government of cial in charge of security outlining terrorist threat and how that entity proposes to respond to the threat, assume persona of other side, the terrorist leader. In a communication between the leader and the leader"s followers, you explain the strategy of terrorism and how it is going to be used to achieve the group"s objectives. Basically, if you are a colony, you are almost by de nition subservient to a superior power. And the use of terror, as we"ve seen, is what the weak do against the strong. So a colony being occupied, will resort to asymmetric warfare (terrorism) as its position. First you are it clear you are there. A way of training people involves coordination, discipline, etc useful later on, because terrorism evolves into guerrilla warfare, etc sometimes even governing a whole country. You don"t want a portion of what you expect.
