Resolutions require 9/15 states, but big 5 enjoy veto. Power: limited by state sovereignty and compliance. Thwarted by nato in 1999; iraq in 1990s, usa in 2003, and russia in 2014 . Sc imposed sanctions on libya (arms embargo, cargo inspection, travel ban, asset freeze) Human right council suspended libya in 2011. Un 1973 authorized force to protect libyan civilians. Didn"t intervene in syria (have chaos ad civil war) intervene in lydia (have chaos and civil war) Syria has the support of china and russia. Problem: russian veto (4 vetoes of syrian resolution since 2011)
