Lesage government of quebec refused unless granted more power. Other provinces took similar view in 70s. Trudeau linked repatriation of ca 1867 with a bill of rights . With ontario and new brunswick he declared he would press on unilaterally. Other provinces opposed and threated to seek a court ruling. Need more to pass than just support of 2 provinces. Government can repatriate but must have support of substantial number of provinces. Negotiation proceed and all but quebec sign on. Parliament and 7 provinces with 50% of population (would apply to senate reform) Parliament and all provinces (would apply to monarchy) Change name of newfoundland to province of newfoundland and labrador. Canada is the opposite (possible adding 25 seats soon to increase number of members of parliament (mps)) Sometimes few because people who pass away or retire are not replaced right away.
