China: due to their large population and role in the pacific war. But all the states were using their veto power. Thus, the united nations could not secure international peace. Difficult to change the mind of their leaders. Use allies, not military confrontation, to counter their expansionist tendencies. Saw the weakness in ussr system: central system, communist, heavy industry, high spending on defence. He anticipated a gradual decay of their internal system. As long as it can be contained, the ussr will not be able to sustain their internal defects. Uk: withdraw from the use of the suez canal. Some countries don"t want to choose sides: Spread to asia, europe and the third world. Attempts to win newly independent countries over.
