Government: a government consists of institutions responsible for making collective decisions for society. More narrowly, government refers to the top political level within such institutions. The danger of hobbes"s common power is that it will abuse its own authority, creating more problems than it solves. The state is a political community formed by a territorial population which is subject to one government. A country usually refers to a state"s territory and population, rather than its govern- ment. In international law, a state"s territory extends to its airspace, continental shelf and ter- ritorial waters. Sovereignty refers to the ultimate source of authority in society. the sovereign is the highest and final decision-maker within a community.
