Instrumental wrongs are wrongs that are wrong due to consequences they lead to, e. g. drug penalties as currently enforced in the u. s. , many marxist societies, violent video games: depends on the objectivity of consequences. Genetic engineering would only count when permanent changes are done to modify embryo, not when it is applied on somatic cells. Or, it means the process of intentionally altering human genes for the purpose of producing offspring with those genetic changes.
