Experts have power-knowledge is related to authority - some forms of knowledge is legitimate or not who writes legislation. Not about danger (otherwise playing football would be illegal) this is because we have experts to decide - experts are themselves created by the discipline itself (e. g criminology, psychiatry) Criminology creates experts that create knowledge about who deserves to leniency, punishment, how punishment is meted out. Categories of deviants, the drug addict is a criminal, not understood as health issue. Psychiatry creates creates the subjects that it studies needs mental illness to legitimize and sustain its authority. How is power exercised: architecture (panopticon, discourse, categorization/labelling, institutionalization, uniforms, training, micro-physics, biopolitics, medicalization. Where there is power there is resistance foucault. Civil penalties, such as not being able to live in public housing and not being able to get student loans, have been added to the already harsh prison sentences.
