HR Planning and Staffing
What is HRM?
• Human resource management (HRM) is the process of designing management
systems to ensure that human talent is used effectively and efficiently to accomplish
organizational goals
The three main elements of HRM
• The process of managing people is important for all managers, not just those in HR
departments. HRM has three main elements:
o 1. Attracting- planning, recruitment and selection
o 2. Developing- Training, learning and development, career planning and
development
o 3. Maintaining- retention, performance review and remuneration
HRM Planning
• Human resource management (HRM) planning is the process of analyzing and
identifying need for, and availability of, human resources so an organization can
meet its objectives. It does so by:
o 1. Identifying staffing requirements in organization
o 2. Assessing existing demand for human resources in organization
o 3. Assessing future demand for human resources in organization
o 4. Assessing the internal and external supply of human resources
o 5. Creating an action plan (short and long term) to adequately staff
organization
o 6. Do a gap analysis- what positions need to be filled?
o 7. Compare current and desired situation in regard to positions and staffing
o 8. Forecast future demand- use objective and subjective forecasting
techniques
o 9. Assess internal and external supply of human resources
o 10. Create an action plan

• is one element of HRM focused on the process of planning, acquiring, deploying and
retaining a workforce of sufficient quantity and quality to impact positively on the
orgaizatios effetieess
Key Staffing Definitions
• Job design: refers to how the tasks, duties and responsibilities are performed and
combined to form the job
• Job description: Describes the activities to be done, and identifies the tasks, duties and
responsibilities of a job. It describes what is done, why it is done, where it is done
and, briefly, how it is done
• Person specifications: Describe the required personal qualities, skills, knowledge and
capabilities required for the position
• Recruitment: is the process of sourcing potential applicants and encouraging them to
apply for available jobs
• Selection: is the process of choosing the most suitable job applicants from a range of
available information
