Defined as evidence-based advice giving, as the process by which one arrives at a policy recommendation to address a problem of public concern. By policy making we refer to the ways by which policy proposals gain traction and are eventually embraced by elected officials and legislatures. It refers to legislative processes (eg: a policy analysis may suggest an idea but it never passes into law). John kingdon"s multiple streams theory-where policy windows occur a brief periods or regular intervals, or in crisis which are capitalised on by policy entrepreneurs. Punctuated equilibrium theory, where policies shift from incremental adjustments to radical changes-breaking from stasis (in public monopolies that resist change) that break down. Advocacy coalition framework- policy change flowing from the composition and stability of advocacy coalitions, external shocks such as crisis or regime change and coalition agreements. Policy studies encompass program or policy evaluation, studies of policy or program implementation and more broadly studies of policy making processes.
