The main question: how can we explain policy change and implementation: theories of policy change. Definitions: policy change: incremental shifts in existing structures, or new/innovative policies, policy reform: major policy change. 2. 2 advocacy coalition framework: there are sets of core ideas about causation and value in public policy; these coalitions form because certain interests are linked to them. It is difficult to determine the beliefs of main actors, map the advocacy coalitions and establish all the external and internal factors which affect the policy sub-system. Papm 3000: weaknesses: it has been difficult to operationalise and measure the concept of learning in general and adding concepts to the theory does not necessarily lead to a better understanding of the concept.
