Voters' decisions are rational if their voting behavior is based on voters' intention (intention-behavior consistency), and if their intention is based on voters' evaluations of the performance or capabilities of the candidate.

 

Since either acquiring information or processing publicly available information is costly for voters, and the impact of any voter on the outcome of a large election is presumably negligible, individual voters will generally chose to remain un-informed.
